The City of Guadalupe is small. Its police department numbers only 13 sworn from the rank of Chief on down. The officers’ commitment to the City’s and its citizens, however, is as great as any. Their new contract provides a little of that love in return.
The City and the POA recently concluded negotiations for a 2-year contract that provides association members with a 15.14% across the board base salary increase over its term. Officers will receive a 5.05% base salary increase retroactive to July 1, 2005 and an additional 10.09% beginning July 1, 2006. Officers also received increases in so many other benefits that it is easiest to list them:
- A $1 per hour shift differential for working graveyards;
- 2 ½ additional days of holiday leave per year;
- Bilingual pay increased from $50/month to $250/month;
- Uniform allowance increased to $624 year in addition to the $800 of uniforms and equipment that officers can purchase each year at city expense;
- Increased POST Advanced certificate pay by 2%;
- Cafeteria benefits increased from $500 to $700 per month, with employees being able to take any unused portion as deferred compensation;
- Fully-paid Delta Dental benefits for employees and eligible dependents;
- Fully-paid Vision insurance for employees and eligible dependents;
- Increased vacation accrual rates;
- The ability to accrue greater vacation leave;
- The ability to cash out an unlimited amount of accrued vacation leave;
- Raised the Sick leave cap from 800 hours to 2080 hours;
- Increased life insurance from $25,000 to $40,000 at city expense; and
- Increased Special Assignment Pay for Corporal/FTO and SRO.
The association is very grateful to the City Council and its City Manager, Carolyn Galloway-Cooper, who negotiated directly with the POA, and whose hard work allowed the parties to conclude this contract, which is the second consecutive two-year agreement the Association has signed of a similar magnitude. The Association’s President, Brian Baron, Molly Hansen and Bobby Rodriguez represented the POA, as did its attorney for the past 4 years, Robert M. Wexler of Silver Hadden Silver Wexler + Levine.
